Apple released the developers beta of iPhone OS 4 at yesterday's Apple Keynote. The iPhone OS 4 is compatible with iPhone 3G, iPhone 3GS, and with the second and third generation iPod this summer, and the iPad in the early fourth quarter of this year.
The iPhone OS 4 has over 100 new features that include seven multitasking services (i.e. background audio, fast app switching), folder organization with drag-and-drop, a unified inbox that displays the contents from all email accounts, and an e-book reader.
If you have an Apple's developer account, you can proceed over to the Apple website to download the iPhone OS 4 Beta software.
If you don't have a developer account, but you're interested in testing out the iPhone OS 4 Beta, here are the firmwares. You will still need to register your UDID to use the new iPhone OS 4 (can't help you there).

To upgrade using iTunes: When your iPod shows up in iTunes, click on your iPod's name. Press and hold SHIFT then click update and find the OS 3 file. For the iPhone it should be “iPhonex_x_4.0_8A230M_Restore.ipsw”. For the iPod Touch 2G, “iPodx_x_4.0_8A230M_Restore.ipsw”. Choose Open and now iTunes and your iPod/iPhone should be doing the work for you.
